Most radical change to street parking for decades

At least 114 sections of roads in Newtown are to have new parking and loading restrictions slapped on them as part of a major review of on-street parking.

Residents, motorists and businesses are facing major changes to the way they can park and unload in Newtown for decades.

MyNewtown has seen draft orders that include 114 sections of roads in the town that will be affected by the prohibition orders which will see time limits introduced to roads such as Bryn Lane, Llanfair Road, Frankwell Street, Lower Canal Road, Canal Road, Park Street, Ffordd Croesawdy, Plantation Lane and many others.

Powys County Council has undertaken a review of parking restrictions throughout the town and is this week publishing public notices that will see no parking allowed in some streets, just 15 minutes in others and residents only parking introduced.

The review will hit almost every part of Newtown, from the town centre to Milford Road, Canal Road, Vaynor, Plantation Lane and many others.

The review includes allowing just 15 minutes parking on Severn Street and Shortbridge Street in the town centre between 8am and 6pm, including no loading between 9am and 5pm.

Resident permit areas will be set up in Milford Road, Park Street and Frolic Street, although it is understood these will also be introduced in Canal Road and Lower Canal Road at some point, and traders will only be allowed to spend 20 minutes at a time loading in Market Street between 8am and 6pm, Monday to Saturday.

A range of organisations, residents, the police, emergency services, councillors and others have been informed and briefed on the changes, which are expected to receive a mixed review from residents and businesses.

It is understood the changes will prevent people parking for long periods on roads close to the town centre where restrictions are in place and to allow the "free movement" of traffic in others,

A statement sent to interested parties by Powys County Council, states: "Following the introduction of Civil Parking Enforcement by Powys County Council, a number of anomalies, deficiencies and ongoing problems associated within the existing on street parking and loading restrictions have been identified.

"There has also been a request to pilot a Residents Parking Scheme in a number of areas within the town.

"Consequently, a review of all the on street waiting and loading restrictions within Newtown and an initial consultation with affected residents within the proposed residents parking zones has been carried out.

"A number of modifications are now proposed to maximise and rationalise the available on street parking areas; eliminate parking and loading within areas where the free flow of vehicles and safe pedestrian movements would otherwise be compromised by inconsiderate or nuisance parking; create dedicated loading areas within the town centre for goods vehicles; and create shared residents parking bays within two zones to allow residents to park within certain bays without being bound be timed parking restrictions when displaying a relevant permit."

The draft orders being published this week:

Powys County Council, with the agreement of the Welsh Government for the effects of this Order relating to the trunk road, proposes to make an Order under Sections 1(1), 2(1) and (2) and 4(2) of the Road Traffic Regulation Act 1984 as amended.  The effect of the proposed Order will:

7. Introduce restrictions of waiting allowing parking for up to 15 minutes with no return within 45 further minutes between 8am and 6pm Monday to Saturday on sections of:

B4568 Shortbridge Street.

8. Introduce restrictions of waiting allowing parking for up to 1 hour with no return within 1 further hour between 8am and 6pm Monday to Saturday on sections of:

B4568 Milford Road; B4568 Commercial Street; B4568 Long Bridge Street; B4568 Broad Street; The Park access roads; C2087 High Street; U4250 Severn Street; U4250 Severn Square; U4250 Gas Street; B4568 Shortbridge Street; and U4247 New Road.

9. Introduce restrictions of waiting allowing parking for up to 1and a half hours with no return within 2 further hours between 8am and 6pm Monday to Saturday on sections of:

10. Introduce restrictions of waiting allowing parking for up to 1 hour with no return within 1 further hour between 8am and 6pm on Monday & Wednesday to Saturday; and permit holders only between 7am and 4pm on Tuesday on sections of:

B4568 Broad Street; and C2087 High Street.

11. Introduce resident permit holder exempt restrictions within the limited waiting areas on sections of:

B4568 Milford Road; C2087 Park Street; and U4245 Frolic Street.

12. Introduce restrictions of goods vehicles loading only for up to 20 minutes with no return within 1 further hour between 8am and 6pm Monday to Saturday on sections of:

U4248 Market Street; U4250 Severn Street; and B4568 Shortbridge Street.

13. Introduce restrictions of limited waiting for up to 3 hours for disabled badge holders only on sections of:

B4568 Milford Road; B4568 Broad Street; The Park access roads; C2087 High Street; and C2087 Park Street.

Objections and other representations to the proposed Order must be sent in writing to the undersigned by the 20 March 2015.
